Pam Panaro urges clearer agendas, implementation review of policy BE

Panaro suggested practical changes to increase accessibility, including announcing the title of each agenda item aloud so people listening to the live stream or watching later can immediately know what is being discussed. She urged continued public input and said the committee should plan how it will evaluate whether future policy revisions actually improve transparency and implementation.
