Jared walked participants through five recurring fault lines between mayors and councils: who sets the agenda, appointment and dismissal powers, authority over staff, control of the budget, and the power to enter contracts. He recommended that cities codify clear meeting rules, use advice-and-consent processes for appointments, respect statutory limits on staff direction, and preserve budget roles while seeking collaborative approaches that avoid veto-and-override confrontations.
