What the board’s provisional appointment means: timeline, costs and next steps

The Santa Ynez Valley Union High School District will begin the provisional appointment process after the board’s July 17, 2025 vote, posting the application packet and soliciting candidates under Board Bylaw 9223.

Per board discussion, the district must post notices of the vacancy and any provisional appointment in three public places within 10 days of appointing someone. The appointed individual can serve only until the next applicable election; the board discussed that the seat would be on the ballot in 2026. Voters have 30 days after a provisional appointment to file a petition to trigger a special election under Education Code Section 5091(c).

Trustees emphasized timing and fiscal constraints during the meeting. Trustee Grace Velasquez asked whether the 60-day window had begun as of June 30; the board reiterated the statutory 60-day requirement for filling the vacancy and confirmed it will follow the district’s advertised timeline used in prior appointments. The board cited a county registrar estimate that a standalone special election would cost between $75,000 and $100,000, a consideration that factored into choosing appointment.

District administrators will publish the application packet online and in public locations, schedule public interviews, and return to the board for a vote to confirm an appointee. If a petition for a special election is filed within the 30-day window after appointment, the county would proceed with an election according to statutory timelines and costs.
