Nicole Andersen, Director of Community Development, told the Orange County Housing Task Force on April 28 that the Office of Community Development is funded primarily through the U.S. Department of Housing and Urban Development (HUD), which accounts for approximately 90% of the office's funding. She and Assistant Director Erin Cousins reviewed major program streams and recent outcomes for the county.
Andersen and Cousins said the HOME Investment Partnerships Program provides roughly $1,089,000 expected in 2026 and that the office administers approximately $4 million in HOME-ARP funds from the American Rescue Plan specifically targeted to rental housing addressing homelessness. They reported $7.4 million remaining in CDBG-DR funds and $1 million in County Infrastructure Grant funding. Over the last decade, staff said the office invested nearly $20 million in HOME funds to support 55 projects and create 1,317 affordable housing units; $14.7 million in CDBG funding completed more than 144 infrastructure and facility projects. Staff noted that HOME funds are distributed through an annual application (about $900,000 a year) and often serve as gap financing for projects.
The presentation also described leverage: staff stated that for every dollar of HOME funding invested, approximately $17 in local and construction investment is leveraged. The committee asked staff to return for a follow-up and additional detail on project siting and program implementation.
