City holds required budget hearing; council tables final vote and tax‑rate hearing

Finance Director Kim Quinn and departmental staff summarized the proposed FY 2026–27 budget, walking council through all‑fund revenue and expenditure highlights, capital carryforwards and proposed adjustments such as the TMRS contribution increase and a proposed water/wastewater rate change. Staff noted the proposed tax rate of 0.586649 and identified carryforward projects including North Old Decatur Road and designs for an animal shelter site.
The hearing was opened for public comment but no speakers came forward. Council moved to table final action and the tax‑rate public hearing to the special meeting on August 11 to allow final work on the tax rate and adoption; the motion passed. Staff indicated next steps will include formal adoption of the budget and tax rate at the special meeting.
