Council directs staff to draft overlay for garage‑conversion requests, favors SUPs elsewhere

After debate, the council instructed staff to draft an overlay for the previously covered area and pursue SUPs elsewhere so conversions are reviewed case‑by‑case.
Councilmembers also asked whether homeowners who rebuild after a fire would have to meet current two‑enclosed‑parking requirements; Dyer confirmed newer ordinances can require updated construction standards, which raised concerns about replacement costs for owners in older areas.
