The Santa Barbara County Board of Education authorized staff to use a cooperative purchasing agreement with the Qualis Group and Global Industries to expand competitively bid options for larger purchases and services above the bid limit. Staff described the agreement as similar to a prior Omnia procurement but broader in vendor choices, giving the county additional flexibility when projects require equipment or installation that exceeds bid limits.
Trustees asked whether the vendor had previously worked with the county; staff said the vendor is new to Santa Barbara County but has been used by other education agencies. "This is another similar type of cooperative purchasing agreement...it just gives us more flexibility, to go with the vendor for these purchases and services that are above the bid limit," staff said. A trustee moved approval, another seconded, and the motion passed unanimously.
