County board reviews draft MOU, oversight role as Olive Grove charter moves forward

The Santa Barbara County Board of Education heard a detailed briefing on Olive Grove Charter School, including the petition packet, a CDE staff report and a draft memorandum of understanding that is currently under legal review. Presenter staff said the county board is the authorizer per the CDE letter and outlined the board’s duties under the Education Code: annual site visits, financial and LCAP reviews, reporting timelines and corrective-action options if a charter fails to meet legal criteria.
Trustees pressed staff on several operational questions, including whether the county office had staff capacity to monitor the charter and how declines in enrollment would affect oversight. One trustee expressed alarm about student counts: "I'm very concerned about the enrollment and the fact that it's dropped by 0.333 in the last 5 years," the trustee said, citing small cohorts in lower grades. Staff said the draft MOU will be finalized after legal counsel review, that the county will require reporting timelines and may increase monitoring or require corrective action when needed: "We do have a requirement to provide a corrective action plan and outline what is... the error there," staff told trustees. The state board approved the petition after a CDE review even though Santa Barbara Unified had recommended denial.
Board members asked for a redline version of the final MOU that highlights substantive changes from the draft and requested an estimate of additional staff time required for ongoing monitoring. Staff estimated the current oversight could be absorbed within team capacity but acknowledged monitoring will require dedicated time; they noted Olive Grove's reported budget includes a roughly 1% oversight figure at about $14,000–$15,000 annually. Staff also scheduled Olive Grove leadership (Meg Redman) to present to the board on June 11 for a fuller overview and said the finalized MOU will return to the board the same month for possible approval.
