Engineers describe two Route 100 culvert replacements; detour could reach six miles

A project manager with Gill Engineering briefed the Selectboard on proposed replacements of two culverts on Route 100 (identified in the presentation as Culvert 225 and Culvert 228), explaining the structures are hydraulically undersized and that the work would include roadway reconstruction and placement of precast concrete box culverts.
"The existing culvert is a 48 inch metal pipe culvert with 14 feet of cover," the project manager said, describing excavation, use of a crane and excavator, and staging that will require closing the roadway during installation. The presenter said construction is anticipated in the 2026 season with an end date of Nov. 15, and explained that if both culverts were closed at the same time "you're looking at a 6 mile, detour." He also said the team is coordinating with Green Mountain Power to relocate an adjacent utility pole ahead of construction.
Board members and the fire department representative discussed closure options and emergency access; the presenter said the preference is to use two separate, shorter closures where possible and to communicate scheduling and contractor responsibilities to reduce impacts on school buses and emergency vehicles. The project team committed to providing a look-ahead schedule and contractor contact information so the town can coordinate responses and notify affected residents.
