The Laconia Building Code Board of Appeals met March 10, 2026, to consider whether it has jurisdiction to hear administrative appeal BC2026-0001, which challenges Building Permit #MAB25-0024 issued for 1165 Weirs Boulevard Unit 9. Chair Richard Boddie opened the meeting at 6:01 PM and emphasized that the board’s role at this session was limited to deciding timeliness under Laconia City Code §119-13, not the substantive fire- or building-code questions raised by the applicants.
"the purpose of the meeting was to determine whether the Board has jurisdiction to hear an Administrative Appeal, based on the timeliness of the appeal filing, and not to hear the substantive merits of the underlying fire or building code issues," Chair Richard Boddie said. He also presented a timeline of key dates: the permit issued September 25, 2025; the Fire Department sent a reaffirmation letter on January 22, 2026; the appeal was signed January 23, 2026 and received by the City on January 27, 2026. The board noted that appeals of building permits must be filed within 20 days of permit issuance under §119-13.
Board Counsel Drummond Woodsum advised members that the Fire Department’s January 22 letter did not constitute a new appealable decision that would restart the filing clock, and that the original appeal period began on September 25, 2025 with permit issuance. The minutes do not record a final determination of timeliness at this session. The meeting was adjourned at 8:45 PM.
