The joint Infrastructure Committee approved rules of operation for the body and accepted the library building project plan after discussion about roles and ratification. Director Tim Cummings said the joint committee will operate under public-notice rules (RSA 91-A), produce meeting packets in advance when possible, and that minutes will not be strictly verbatim.
Cummings emphasized that the library trustees retain final authority over plan and design approval; the process will be that the trustees approve a design and then the joint committee reviews and, if appropriate, forwards recommendations that require aldermanic financial action. "It is solely within the purview of the library trustees to approve the plan and design," Cummings told the committee, and staff said the trustees will ratify joint-committee outputs when needed.
