State review underway after residents and landowner raise concerns about Stop 42 beach structure

Council member Tim McCarthy opened a new-business update saying the Village would "step down" on the Stop 42 beach structure because the State is reviewing the site. Several residents pressed the Council for clarity about enforcement and ownership of affected roads.
Caroline Rogers, who identified herself as the owner of the land where the structure was built, said she "applied for a permit with EGLE and the Building Department" and added she "didn’t know she was doing anything wrong." Resident Bill Schutt said the Village owns the roads in that area and that a road still exists where the structure was built. Tim McCarthy said the Village must let the State review play out and declined to give direction to individual residents about contacting EGLE.
Building Inspector Bill Lambert reported that the structure at Stop 42 "was permitted to a different address than it was built on," a discrepancy the Council and public noted as relevant to the ongoing State review. Lynn and Joel Altschul later told the Council they were "extremely concerned" about the structure on the beach at Stop 42.
The Council took no formal enforcement action during the meeting; McCarthy said the Village will wait for the State's determination. Residents seeking updates were advised to follow State communications and the Village will report back once it hears from EGLE.
