Brett Stewart of Utah OHV Advocates asked the advisory council to support a policy change to eliminate registration reciprocity for out-of-state street-legal off-highway vehicles, saying some users register in other states to avoid contributing to Utah's OHV restricted fund. Legal counsel Nicole Hannah said the state code already requires decal purchases but the problem appears to be an inconsistent administrative rule rather than statutory language.
Council members did not adopt a formal policy during the meeting; they discussed statutory constraints and directed staff to continue review. Stewart framed the request as seeking revenue fairness for Utah-funded trails and enforcement needs.
