Carlinville school board places preliminary tax levy on file, schedules truth-in-taxation hearing

The Carlinville CUSD 1 Board of Education voted unanimously Nov. 10 to place the district’s preliminary tax levy on file and schedule a public Truth in Taxation hearing for 5:30 p.m. on Dec. 15, 2025 in the Carlinville High School Media Center.
Secretary Maya Reid asked for a motion to accept the levy placement; Seth Roberts moved and Sam Harding seconded. The motion passed on a roll call vote of 5-0 with Brandon Little and Kathy Norris absent. Dr. Becky Schuchman explained the legal steps: the district must publish the preliminary levy for 30 days and hold the hearing before the levy can be adopted.
Why it matters: the preliminary levy begins the public-notice and review period required by state law, giving taxpayers an opportunity to review proposed property tax increases before the board adopts a final levy. The board will revisit the levy and may adjust amounts after public comment at the Dec. 15 hearing.
The board did not adopt a final levy at the Nov. 10 meeting; the scheduled hearing is the next procedural step.
