The Southwest Independent School District Board of Trustees reconvened in open session on Sept. 17, 2024, and denied two Level Three grievances filed against the board and an individual trustee while approving personnel actions recommended by the superintendent.
Board President Sylvester Vasquez Jr. announced the board would meet in closed session under Texas Government Code Chapter 551 at 7:31 p.m.; the board reconvened at 9:36 p.m. and took action. "Mrs. Sudolcan moved to approve the Superintendent's recommendations on personnel as discussed in closed session," the minutes record. The motion to approve personnel recommendations was seconded by Mr. Diaz and carried with all members voting in favor.
On grievances, Mr. Gonzalez moved to deny the Level Three grievance filed by community members and the remedies requested; Mr. Carrillo seconded and the board voted unanimously to deny that grievance. Separately, Mr. Carrillo moved to deny the Level Three grievance filed by Mr. Bernal and the remedies requested; Mrs. Bernal seconded. The minutes show six trustees—Mr. Vasquez, Mrs. Bernal, Mr. Sullivan, Mr. Carrillo, Mr. Gonzalez, and Mr. Diaz—voted in favor and Mrs. Sudolcan recused herself from that vote.
The board took no action on a separate parent grievance listed on the agenda. The meeting adjourned at 9:38 p.m.
Why it matters: Denial of Level Three grievances and approval of personnel recommendations conclude formal internal dispute processes and set the district's immediate administrative staffing and disciplinary status. The recusal on the Bernal-related grievance is recorded in the official vote tally.
