Engineer: preliminary review finds benefits likely outweigh costs for Bainbridge Mills drainage work

Bacon said the petition, filed Jan. 29, 2026, was signed by 19 individuals representing 11 of the subdivision's 32 parcels. He reported the subdivision's stormwater infrastructure was built in the mid-1990s and estimated its current value at $244,269.88. Using the drainage maintenance district's established calculation methodology at a 0.3-mil rate, Bacon said the average annual assessment would be about $49 per parcel (transcript lists the average taxable value in the subdivision as "163.612," a formatting the engineer noted in passing).
"It is my opinion based on the preliminary information gathered that the benefits of the proposed petition request exceed the estimated cost of the drainage maintenance assessment," Bacon said. He qualified the estimate as preliminary and noted a detailed inspection and survey would be required before final plans and assessment schedules are produced. The board approved advancing the petition to a final hearing for those next steps.
