Scott Winter and others urged caution and proposed site visits or a small subcommittee to review the need. "There's these two pieces of equipment… I'm wondering if we need to put a small committee together of two or three people to actually go talk with them," Scott said during the debate. Opponents worried about changing the character of trails; supporters emphasized Garfield County's role maintaining long access routes and the potential for multi-county benefit.
The council ultimately approved the request with conditions intended to limit the grader's use to already-maintained roads and to encourage spot maintenance rather than wholesale grading; staff and county partners were asked to provide maps and a plan for how many miles and which routes the equipment will be used on. The award included language that staff will negotiate to ensure user-group and forest-service coordination before purchase.
