La Grange to end Express Pay contract after fee increase, board authorizes Elavon/Tompkins for tax payments

The board considered a request from the tax receiver to terminate the town’s relationship with Express Pay Systems East Inc. for ACH and card tax payments after the vendor proposed raising its monthly fee to $15. The Chair moved to empower the supervisor to terminate agreements effective August 21, 2026; the motion was seconded and approved by voice vote.
A town representative described proposed replacement terms with Elavon and Tompkins Community Bank: $1.50 per ACH transaction, 3% for credit/debit-card transactions, waiver of the monthly fee and elimination of the $0.40 per-transaction processing fee, and daily deposit timing that would deliver payments within 24 hours rather than multi-day delays.
"They were increasing...requesting an increase to $15 a month," the Chair said when explaining the rationale for termination. The change is intended to save taxpayer dollars on processing fees and shorten deposit timing.
Why it matters: payment processors and fee structures affect how quickly the town receives tax revenue and the costs borne by the town or taxpayers. The board authorized both the termination and the new processor agreements in the same meeting to ensure continuity of payment services.
