Council approves three Grand County trail maintenance projects, adds contract condition to protect obstacle character

The Utah WHP advisory council voted to approve the three highest-ranked RTP projects from Grand County — all trail maintenance efforts in the Moab area — and attached a contract requirement that recipients coordinate specific trail work with local user groups.
Nicole Nelson, representing the Public Lands Policy Coordinating Office, moved the motion and said she had fielded concerns from local users about work at Pritchett Canyon. "I do have some concerns with this one. You know, people are calling it, like, a gatekeeper obstacle, and it's not… it's much easier than many of the other obstacles on this," she said, urging that the Bureau of Land Management work with Red Rock 4 Wheel Drive Club and Moab Friends for Wheeling before modifying the feature.
Council members debated options including constructing or formalizing bypass routes rather than altering obstacles. Contracts manager Maureen confirmed that the council can make collaboration a contingent term: "We can put it contingent upon any requirements you guys put towards a project; I include in the contract," she said.
The motion to approve the top three projects with the specified coordination condition passed on a roll-call vote; staff said the three awards total about $302,000 and leave roughly $641,000 in the motorized RTP balance for the year. Evan Bich, Recreational Trails program administrator, reminded members that the council could fund elements now or leave funds to roll into next year.
