Chief Operations Officer Carrie Upton presented a historical review of community access to district facilities, explaining how the Master Facility Use Agreement (MFUA) evolved from earlier arrangements and noting the Civic Center Act’s role in enabling school grounds for civic uses. Upton told the board the MFUA currently transfers funds from the city to help underwrite some operational costs but that the district’s long‑standing practice of making facilities available predates and is independent of that agreement.
The resolution before the board, staff said, affirms that the district will continue to make athletic and other facilities available "to the maximum extent reasonably feasible at an affordable cost" and that implementation of this practice is not contingent on passage of a parcel tax or renewal of the MFUA. Board members acknowledged the historical context, noted that the city has declared fiscal distress and that MFUA terms end in 2027, and voted unanimously to adopt Resolution 25‑66 to reassure community users and partner organizations that access will continue.
