Chief Operations Officer Carrie Upton told the board staff recommends approval of Amendment J2 to the Block Construction lease‑leaseback contract to fund preconstruction and site‑setup work for Franklin Elementary. "So it is recommended that the board of education approve a contract amendment ... in the amount of $3,073,935," she said, adding the work includes demolishing the existing field and parking, installing temporary parking and a temporary field, and setting up trailers, fencing and other general conditions.
Upton emphasized that this amendment covers the initial phases needed to stage the two‑year construction project; the district will return later with a guaranteed maximum price for actual building construction and with additional contract amendments for permanent field work. After clarifying that the temporary field does not preclude future regenerative grass options, the board voted to approve the amendment by recorded voice votes.
