The Board reviewed a resubmitted site plan for Garonit Pharmaceutical in the Town of New Windsor proposing a 150,000 square‑foot light manufacturing building and a 30,000 square‑foot office/research building. Staff noted the site lies within 500 feet of a NYSDOT property and Stewart Airport and would use municipal water and sewer with projected water and wastewater flows of about 5,000 gallons per day.
County staff recommended the applicant submit a SWPPP and the geotechnical report identified in the application, provide a traffic impact study that at minimum includes the intersection of International Boulevard and State Route 747 and the ramps for I‑84, coordinate with the FAA given proximity to a runway, and follow NYSDEC requirements for hazardous laboratory waste because the site is within the Newburgh City Reservoir watershed.
