Orange County staff reviewed the Town of Goshen's Comprehensive Plan update and recommended several edits and considerations during the May 5 meeting. The Town retained most goals from the 2017 plan and added two new goals: to 'encourage sustainable development' and to improve the 'beautification of Town gateways.' Staff advised Goshen not to remove language supporting local businesses in the village center and suggested the town review the Orange County Climate Resilience Plan for supplemental recommendations.
The County suggested wording refinements (for example, to 'promote farming best practices and encourage agri‑tourism') and noted the Town plans to prohibit commercial battery energy storage systems and increase solar setbacks from residential properties. Staff also pointed to potential funding alternatives for PDR programs and reminded the Town that the County's Open Space Fund has been reinstated to support preservation efforts.
