The Planning Board reviewed a revised application for the Biagini Subdivision in the Village of Florida, which was resubmitted as a 30‑lot single‑family cluster subdivision after an earlier 75‑unit senior housing proposal. Staff reported the site is within 500 feet of State Route 94, a municipal boundary and Orange County Agricultural District 1, and that the proposal would convert approximately 9.8 acres of forest to roads, buildings, driveways and yards.
County staff recommended the applicant provide a Stormwater Pollution Prevention Plan (SWPPP), a full‑scale site plan with a landscaping and erosion control plan, and to coordinate with the Orange County Health Department on water connections. Staff advised the project should include at least three affordable dwelling units priced no higher than $2,465 per month (mortgage, taxes, insurance, utilities and HOA) and to minimize clearing to reduce erosion and impacts to potential Upland Sandpiper habitat.
