Public commenter Jillian Clarke seeks payment; district and others file FOIA requests

Jillian Clarke appeared on the Board's public comment list for the June meeting seeking payment for services she said she provided as an independent-contractor psychologist during an FMLA leave (agenda item summary: "Jillian Clarke - Payment for Services"). The district reported in its Aug. 25 materials that administration has requested a meeting with Ms. Clarke to better understand the services and that Ms. Clarke has not yet responded to the request.
Separately, the district recorded receipt of Freedom of Information Act requests in early August. One requester, Justin Wenig, asked for existing electronic records showing purchase orders and transaction history from Jan. 1, 2022 to present, including vendor name, purchase date and line-item details. Wenig's request states: "I am requesting public records detailing financial transactions made by Lisle Community Unit School District 202, specifically: a report reflecting all transactions from January 1, 2022 to present date, including... Purchase date, Vendor name, Description of goods/services purchased, Line item quantity, Line item price/amount." The district also received a request from Jillian Clarke seeking timesheets she signed, email communications referencing her employment or name between March 13, 2025 and Aug. 4, 2025, and her employment contract; Clarke asked to receive records electronically and requested a response by Aug. 11.
District response and next steps: the packet notes the district will respond to FOIA requests within statutory timelines and has attempted outreach to Ms. Clarke for a meeting about the payment claim. The Board packet records the FOIA submissions and indicates follow-up will proceed through the district’s FOIA office.
