City staff presented draft bylaws for an Economic Development Advisory Committee at the Evart work session on Jan. 5, 2026. The proposed committee would advise City Council on community development matters and assist planning and economic development staff in aligning the City Master Plan with the strategies and priorities of the five-year Consolidated Development Block Grant (CDBG) and HOME Investment Partnership Program funds.
Staff told the council that creating the committee is a requirement for the Redevelopment Ready Community designation and that the designation could create additional opportunities for funding to support local businesses. No formal action was taken; staff will return the bylaws for additional review at a future meeting so council can consider membership, charge, and any required ordinance changes.
The draft bylaws and the committee's role in aligning grant priorities could affect how the city prioritizes projects for CDBG and HOME funding. Council members asked for time to review the draft and for staff to supply details about committee composition and how recommendations would be routed to council.
