Mayor Brad Bass introduced Resolution No. 1606-2026 on its first reading, which would authorize a one-time loyalty payment to certain retired city employees and beneficiaries under Act No. 2026-608 of the Alabama Legislature.
City attorney Mister Conner explained that the act allows local governments to make a one-time payment to eligible retirees and beneficiaries and described the proposed formula: “This would pay them a 1 time payment of $1 for each calendar month of service credited to the retirees account or beneficiary of deceased retiree,” he said. Conner summarized that the resolution would amend the general operations budget for fiscal year 2025–2026 to authorize the payment.
Conner provided an estimate during the discussion; the transcript recorded an approximate eligible population and an estimated total cost. Council members noted this was a first reading and said staff should confirm the final number of eligible retirees and the total budget amendment before the council considers adoption.
