County hears health-plan losses, PBM review continues; HSA changes deferred

Max Bawel of Houchens Insurance Group presented a financial summary for the county employee health plan covering November 2025 through June 2026: fixed costs $672,151; net total plan claims $2,892,306; maximum claims $3,210,048; and an estimated loss ratio of about 90% (the target is 80%). Bawel also said the Dubois County Clinic six-month spend was $54,321.90 and estimated clinic savings at $113,428.39.
Bawel and staff are evaluating Pharmacy Benefit Manager (PBM) proposals; three vendors — TrueScripts, Med One and Smith Rx — remain under consideration. Discussion of offering Health Savings Accounts (HSA) appeared in an employee survey, but the board reached consensus to continue the current plan design for 2027. The PBM selection and any plan-design changes will be brought back to the board in future meetings.
