County approves INDOT/LPA guardrail agreement, reviews multiple highway and bridge projects

The County Commissioners on July 20 approved an INDOT/LPA boilerplate agreement to cover 90% of preliminary engineering funds for a countywide guardrail safety improvement project; the agreement covers $880,380 in preliminary funds and Highway Engineer Levi Leffert was authorized to sign the agreement electronically on the county’s behalf.
The board also approved a net change order for Bridge 78 (CR 600W over the Patoka River) with a reported net decrease of $15,200.05. Leffert reported multiple paving completions (Newton Street and Mendel Lane), a planned INDOT closure of SR 162/SR 64 from July 30, 2026 at 8:00 p.m. to August 4, 2026 at 5:00 a.m. for roundabout work, and a Frontier broadband bond request: Leffert said Frontier’s project covers 19.80 miles in the county and he will request a road bond in the amount of $198,043.56 under INDOT permit guidelines ($10,000 per mile buried fiber).
Other operational items included bridge openings, a 23-ton load posting for Bridge 280, and scheduled stream-crossing repairs at 1025 S starting the week of July 27, 2026 with an expected 2–3 week closure. Several highway budget items and an advertisement for a $10,000 Cum Bridge Fund appropriation were discussed and forwarded toward County Council action as appropriate.
