Brighton Council adopts hauler licensing ordinance to expand recycling access

Sustainability Coordinator Traci McLean introduced Audrey Wheeler of EcoCycle to present the revised Hauler Licensing Ordinance, telling council there "will be no license fee for haulers" and that the Pay-As-You-Throw provision had been removed. The ordinance requires haulers that collect trash, recycling, compost and construction-and-demolition debris to apply with vehicle and insurance information, and it sets minimum biweekly recycling collection, operating hours, labeling and annual reporting requirements. The ordinance conditions no-cost recycling service on Colorado's Producer Responsibility program and requires verification that recyclables are delivered to and processed at designated facilities.
Council amended the proposed ordinance to remove a phone-number labeling requirement and approved the ordinance unanimously (8-0, Mayor Mills absent) on a motion by Councilmember Chris Fiedler, seconded by Councilmember Melinda Carbajal. The council record notes the program aims to improve transparency, data collection, safety and operational standards while preserving an open market for hauler choice by residents.
