The second reading was approved by councilmembers Tobin, Schimke, Maxwell, Fagerhaug and Fastnacht.
Council took the vote on Dec. 1, 2025 after the ordinance text was read into the record. The ordinance states that means of financing for the Capital Project Fund include cash on hand, grants and loan proceeds; the General Fund supplementation will come from monies on hand. The ordinance lists first reading Nov. 3, 2025 and publication on Dec. 10, 2025 as part of its adoption record.
