MICA briefs Benton County on tax trends, task forces and a tight state budget

Nathan Jessen, executive director of the Minnesota Intercounty Association, told Benton County commissioners the association helps counties coordinate on statewide issues and prepare for the 2027 legislative session. "We really are the group that tries to solve these statewide issues that are affecting counties broadly," Jessen said as he outlined MICA's role and staff coordination at the Capitol.
Jessen reviewed Benton County's recent property-value trends and a five-year snapshot showing industrial and commercial value performance relative to the state. He described several interim groups counties should watch, including a Human Services Systems Modernization Advisory Group created by law this past May to oversee $90,000,000 in IT modernization funds and a duty-disability work group formed after a 2025 law change that capped certain health-insurance benefits. Jessen warned commissioners that a multi-billion-dollar general-fund gap and turnover among legislative committee chairs will complicate efforts to secure ongoing funding for county mandates in 2027.
