Administrator Wendy presented the Police Department's item on the city's animal-control and operations agreement with Greene County, saying the document was placed on the agenda after budget discussions and that it was last updated in 2018. "This is administrator Wendy, and so I can just comment that, we put this on the agenda for sir for discussion and review of the current contract as it was brought up during the budget review," she said.
The committee heard from a police-side presenter who explained operational limits and how the Humane Society is used under the contract. The presenter said the agreement bases its fees on historical intake volume and that the Humane Society operates primarily as a shelter rather than an animal-control agency. Members discussed concerns that the Humane Society sometimes appears not to pick up animals unless they meet the shelter's definition of "restrained." No alderperson moved to renegotiate the contract during the meeting; officials said they would provide more detailed numbers if the committee asks to pursue changes.
