The commission voted unanimously to approve a Letter of Agreement with the River Valley Regional Commission (RVRC) to prepare a Community Development Block Grant (CDBG) application for federal fiscal year 2025. Rick Morris attended the Jan. 7 meeting to explain the RFQ scoring methodology and the RVRC agreement. Packet materials set application-writing costs at $750 for a new application and $500 for a rewrite.
The board also approved selecting Ingram Engineering as the CDBG engineer; meeting materials list Ingram with a top score of 67 versus 62 for the next firm. The documents included a planning-and-zoning technical-assistance contract with RVRC that outlines scope—ordinance amendments, staff reports, map maintenance—and a $6,000 annual fee for the July 1, 2024–June 30, 2025 term.
