The Planning Commission recommended forwarding the Smith Street Subdivision Phase 2 final map (HQ5, LLC) to the Elko County Board of County Commissioners with multiple infrastructure and environmental conditions.
Corey, planning staff, outlined the proposal for 14 single-family lots of 2.5 acres or larger and said the developer must satisfy state and county requirements. He described several conditions, including agency clearances, local road improvements within the phase, Nevada Division of Health approval for septic designs, and a specific water-rights requirement: “2 acre feet of water rights for 15 parcels shall be relinquished to the state of Nevada, making a total of 30 acre feet, shall be relinquished prior to the recording of the final subdivision map of phase 2.”
Staff also required a minimum 30,000-gallon fire-water storage tank and draft hydrant prior to recording, protections for the downstream detention facility on 8 Mile Creek, and compliance with federal/state permits for waters of the U.S. The commission discussed city requests for paving and whether those would be appropriate at this stage; staff said additional city paving asks would move the goalposts for a tentative map already approved. Commissioners voted to forward the file to the County Commission with staff’s recommendations and the addendum restricting access from specific lots onto future Jennings Way.
