Budget committee approves cost-of-living adjustment for Elko County Justices of the Peace

The Elko County Budget Committee voted to approve a cost-of-living adjustment for the county's Justices of the Peace and directed staff to bring a resolution to the full Board of County Commissioners to memorialize how base salaries, COLAs and longevity will be set going forward. The motion was made from the floor, seconded, and approved by voice vote.
Committee members spent substantial time comparing two calculation approaches before the vote. Staff presented a proposal based on a 17.175% aggregate increase tied to COLAs for unrepresented employees and class-comp adjustments; another approach—driven by recent legislative formula for elected officials—would amount to about 23.7%. Staff said the immediate budgetary impact of the staff-proposed package included roughly $30,000 in compensation increases, $11,452 in associated benefits, and $41,490 in total annual budgetary cost. Staff also estimated the general-fund ending balance would be about 9.42% under the 17.175% approach and 9.34% under the 23.7% approach.
Justice Brian Drake, who identified himself during the meeting as "Brian Drake, justice of the peace department B," urged the committee to recognize the demands of the JP position. "Being a justice of the peace is significantly more daunting than I originally believed it was," he said, and asked the committee to consider parity and workload when setting pay. Chair responded that, to provide a clear record going forward, staff should prepare a resolution consistent with the applicable statutes so future adjustments are memorialized and applied consistently.
The committee recorded a motion from a committee member in support of a COLA and a request that the full County Commission receive a resolution to codify the approach; the motion was seconded and approved by voice vote. The committee did not set the final effective date beyond staff's statement that COLAs are implemented the first full pay period following July 1. Staff will return to the Board of County Commissioners with the resolution and the final numbers for inclusion in the FY27 budget.
