Amanda Osborne, identified in the record as the Elko County manager, explained the district had historically used varying local practices and needs an adopted policy to ensure consistent treatment and enable timely reimbursement. "We have used EFFs on and off through the years," Osborne said, describing the need to formalize procedures for classifications, pay rates and activation. Commissioner (speaker 2) moved to approve E1 and the board adopted the policy by voice vote; staff said the policy will be used to support consistent reimbursements but noted some retro provisions may be unnecessary if the policy matches past practice.
