Planning staff told the commission they had drafted ordinance language to address water-rights relinquishment for parcel maps and to close a potential loophole allowing repeated large-parcel divisions and boundary-line adjustments to avoid relinquishing water rights. Corey said the county requires relinquishment for parcel maps in certain closed basins but not for division of land into large parcels, and he proposed language to close that gap; after feedback from the county commission staff will remove the large-parcel-map portion from the current draft and return with revised wording later.
Corey described how a developer could use repeated divisional-land-in-large-parcel maps and boundary-line adjustments to avoid relinquishing rights and urged careful ordinance drafting. He said the Division of Water Resources supports county action on parcel maps and that the county will continue to consult state staff on the approach.
