Elko County adopts FY2026-27 final budget, approves personnel and capital adjustments

The Elko County Board of Commissioners completed a public hearing and approved the county's final budget for fiscal year 2026-27, covering the general fund, personnel adjustments and multiple capital and town-specific budgets.
Mary (county finance staff) presented the revenue and expenditure overview, noting that nearly half of county revenues come from intergovernmental sources (grants, PILT) and that property taxes were budgeted at $33,000,000. "The revenues that were budgeted, as you can see, they're broken down here by category," Mary said during the summary of revenue sources. The board and budget committee discussed how large one-time grants (ARPA, LATCF) affected prior-year numbers and noted that many special-revenue funds are budgeted to spend to zero to keep funds available for restricted purposes.
On personnel, the commission approved new class/position requests and a recommended salary increase for some elected positions. For Justices of the Peace, the budget committee recommended and the board approved a 17.175% adjustment rather than a larger statistic-based increase, after extended discussion comparing CPI, statutory formulas and prior policy.
The board also approved several capital decisions and a reallocation: $1,000,000 in road equipment requests was moved from the infrastructure tax fund to the county capital fund to preserve the infrastructure tax balance, and numerous equipment and facility requests (ambulance equipment, RTUs, vehicles, airport support) were approved by category and funding source. Staff indicated some capital items would be funded out of infrastructure tax while others would be covered by regular capital funds. Motions to approve the general fund, services and supplies, personnel adjustments, new personnel and capital recommendations passed by voice votes; the transcript records the motions and voice outcomes but not a roll-call tally of individual member votes.
