Wessington Springs adopts Ordinance No. 832 raising electric, water and sewer rates

The City Council conducted the second reading and adopted Ordinance No. 832 on Dec. 29, 2025, amending electric, water and sewer rates for customers within the City of Wessington Springs. The ordinance specifies residential and commercial electric customer charges, per-kWh energy charges (residential 9.0¢/kWh; city rate 7.7¢/kWh in some classes), debt service surcharges, and a $18.00 residential customer charge. It also sets water monthly meter charges (residential $24.25, commercial $26.30) with a $4.90 per 1,000-gallon usage charge and establishes sewer minimums (monthly minimum $30.00) plus surcharges and flow-based charges for large users.
The ordinance includes prompt-payment and disconnection provisions: bills mailed by the 15th and due by the 25th of the month, with a 10% late charge for past-due balances; accounts unpaid after the 25th may be subject to discontinuation and meter pull with full payment and reconnect fees required for restoration. The second reading was approved by motion of Layton Schimke, seconded by Shawn Tobin; councilmembers Schimke, Tobin, Fagerhaug and Vaske voted in favor; none voted against. The ordinance was signed and attested by Mayor Ryan Knipfer and Finance Officer Linda Willman and scheduled for publication.
