Traffic review: consultants say Jacks Bridge warehouse would add minimal delay to nearby signal

Traffic consultants told the planning board the proposed 105,000 sq ft warehouse would generate about 144 daily trips and an updated peak-hour estimate of 24–31 trips, producing an estimated 1–1.5% increase at a key signalized intersection and minimal change in level of service.
Traffic consultant Christine Triarcas of DHB presented the project's traffic analysis and a subsequent peer-review summary to the board on Aug. 5.
Triarcas said the original ITE-average estimate showed approximately "144 weekday daily trips, with peak hour trips ranging between 13 and 16 vehicles per each peak hour." After using ITE regression equations per the peer-review request, the peak-hour estimate increased to "between 24 and 31 peak hour trips," which translates to roughly a 1–1.5% increase in volumes at the key signalized intersection that will carry most site trips.
The updated analysis and peer review (by Stantec) modeled future horizon years and concluded the project would not change the overall level of service at the intersection and would add only minor increases in delay (a few seconds) and queue length (up to about one vehicle on any one approach) in the studied scenarios. Triarcas said the peer-review comments were received just before the hearing and will be addressed in a follow-up submission but are not expected to change the study's substantive conclusion.
Staff noted coordination is required with the town for an updated driveway permit and with NH DOT for the state driveway/permit at Route 28; the applicant must submit updated analyses and the permitting application to DOT as part of the continued review.
