Nonprofit representatives spoke in favor: Scott Ferguson (St. Vincent de Paul) highlighted outcomes at the women-and-children shelter and said roughly 86 percent of shelter clients moved to permanent housing within 90 days; Nancy Phillips (Lake City Center) described the need to replace furnaces and AC for community services; and Heather Summers (School District) described McKinney-Vento supports for students in unstable housing. After public testimony council approved the CDBG Annual Action Plan for submission to HUD.
