Council rejects amendment to employee benefit-trust agreement after governance debate

City Attorney Randy Adams explained a proposed amendment to clarify procedures for appointing successor trustees to the City of Coeur d'Alene Employee Benefit Trust. Adams said trustees had asked for clarification after a recent resignation and that state law and the Department of Insurance processes provide oversight. "The trustees request that the council approve, the amendment to the agreement regarding the appointment of successor trustees," Adams said while describing the requested language and the Department of Insurance's role.
Several council members argued the amendment would remove mayor-and-council appointment authority and diminish public accountability. One council member moved to reject the amendment and the motion passed by roll call. Council then passed a separate motion asking the remaining trustees to submit a nominee for council consideration at the next meeting rather than implementing the amendment language that would eliminate council sign-off.
