Council ratifies HUD code-of-conduct to qualify for permitting-grant funding

Sherry Beddersher, the city's community development specialist, told the council staff had applied for an automated permitting-systems demonstration grant through HUD and that HUD requires a standalone code of conduct and conflict-of-interest policy for grantees. “Back in July, the city applied for an automated permitting systems demonstration grant through HUD,” Beddersher said, explaining the update complements existing personnel rules and sets procurement and disclosure standards for federally funded activities.
Beddersher said the code lays out requirements for avoiding actual and apparent conflicts, prohibiting use of city positions for personal gain, and establishing documentation and record-retention procedures tied to federal grants. Council moved, seconded, and approved Resolution 26-061 by roll call; the action ratifies the policy so the city remains eligible to receive HUD grant funds associated with the permitting application.
