Council adopted Resolution 2026‑98 approving a second amendment to the City of Freeport’s stipulation for district chiefs (formerly captains). Manager Boyer said the changes largely continue the 2023 agreement, include a small increase to the holiday stipend and specify access to a post‑employment health program "similar to what the nonrepresented police sergeants" receive.
Manager Boyer said the district chiefs are not represented by the IAFF and that staff recommends moving forward with the revisions. When asked whether the changes had been agreed upon by those directly affected, Boyer replied yes. Attorney Zito advised that some details are best discussed in executive session and cautioned the council about airing personnel specifics in open session; despite those cautions, the council adopted the resolution unanimously, 6–0.
The amendment does not appear to change bargaining‑unit terms for IAFF members and staff indicated it aligns district chiefs’ post‑employment benefits with comparable nonrepresented staff.
