Council approves $325,000 supplemental appropriation for Carroll Avenue curb and base work

Manager Boyer told the council that work on Carroll Avenue (Empire to South) uncovered worse‑than‑anticipated conditions and staff estimates the project needs an additional $325,000 beyond the previously planned budget.
"Our estimate at this point is, dollars 325,000 over and above what we had already planned on Carroll, and, staff is requesting approval of this resolution to complete the work and, use the funds from, essentially, from city fund reserves," Manager Boyer said, asking the council to suspend the rules because construction is already underway. The council voted to suspend the rules and then approved ordinance 2026‑48 by a 6–0 roll call.
Council members asked whether the funds would come from the general fund reserves; Manager Boyer confirmed they would. No amendment to the ordinance was recorded during final passage.
