CarStar plan forwarded after meeting conditions; chairman recused

The Phase I report returned negative for historical resources.
Township and county staff raised a remaining issue about installing sidewalks now versus deferral; applicants are in the second round of PennDOT review for access. During discussion, the meeting recorded that “Mr. Brown has recused himself due to a conflict of interest.” The commission recommended multiple waivers and forwarded the plan to the Board subject to staff and engineering comments.
