Commission forwards Carcias Investments expansion request amid floodplain and easement questions

Scott Akens of Akens Engineering presented the Carcias Investments proposals for an expansion to the existing Custom Wheel business on Sept. 5, 2024. The final land development plan calls for a 6,000-square-foot facility, additional parking and stormwater management; the applicant is negotiating an easement with an adjacent property owner to route a stormwater pipe across Old Willow Mill Road.
County planner Steve Hoffman informed the commission that “the property does touch the 500-year Flood Plain,” prompting commissioners to ask follow-up questions about stormwater discharge, access points on Old Willow Mill Road, noise screening, and hours of operation. The commission forwarded the Conditional Use and several waiver requests to the Board of Supervisors with recommendations for approval.
