Justin Craig, environmental services director, told commissioners traffic at the landfill drops substantially in winter and that staffing is minimal on Saturdays (two staff), which creates a safety concern. He presented two options: shorten weekday closing to 3 p.m. and either close Saturdays December–March or shorten Saturday hours to 8 a.m.–noon during November–March.
"Traffic decreases significantly in the wintertime," Craig said, describing a past incident where someone fell and almost went unnoticed because of limited staff on site. Commissioners discussed the possible operational and community impacts, noted a pending federal change to standard time could be a small consideration, and asked Craig to survey users and contractors before returning the item for a formal decision.
Provenance: item introduced SEG 476 and discussion continued through SEG 595.
