Tampa ARC approves demolition of deteriorated accessory structure at 1410 South DeSoto

The City of Tampa Architectural Review Commission on Aug. 5 approved a certificate of appropriateness to demolish a deteriorated two-story accessory structure at 1410 South DeSoto Avenue in the Hyde Park Historic District.

Commissioners voted unanimously after hearing testimony from the homeowner, project agents and city staff that the accessory building exhibits widespread structural decay and poses a risk to adjacent properties. Agent Catherine Coyle of Boggs Engineering summarized the structural engineer's findings, saying the report concluded the “structure is considered unsafe and exhibits conditions consistent with a significant risk of structural failure under the applicable Florida building code loading conditions.” Staff planner Ron Vila read the administrator's finding into the record, stating the submission satisfies Chapter 27‑1‑16 f(1) through f(3) for a demolition review on this parcel.

Homeowner Matt Fraizes told the commission the unit is unsafe for his family, adding that “the unit isn't safe for us to have in our backyard with our son and future kids.” Several neighbors signed supporting statements and one spoke in favor during public comment, offering site access and urging removal to prevent collapse onto adjacent yards.

Commissioner Brian Hammond moved to grant the certificate of appropriateness, citing the Hyde Park design guidelines and economic‑hardship findings; Commissioner John Prokop seconded. Chair Ted Kimpton called for the voice vote, which passed unanimously.

The commission also directed that the record include the submitted reports, appraisals and contractor estimates. The new‑construction portion of the case was previously continued to Oct. 5, 2026, and will be heard separately.
